With the new minimum meson_version, it is possible to retrieve the
project version from a file by passing a files() output directly to the
version argument. It is no longer necessary to call run_command with
various arguments to configure its behavior, nor depend on a system
/usr/bin/cat (which admittedly does exist on non-Windows systems).
And meson will also treat the VERSION file as a build input, and
reconfigure the build if it changes -- meaning that the built binaries
are updated to have the correct version number (configure_file,
PACKAGE_VERSION, etc).

The minimum version is too high to allow these checks to ever be false.
We can delete else branches as dead code and remove "if true"
constants.
Fixes:
```
meson.build:170: WARNING: Conditional on version '>= 0.55.0' always evaluates to true
meson.build:232: WARNING: Conditional on version '>= 0.55.0' always evaluates to true
Updated src/fe-gtk/meson.build to always resolve gtk_dep from dependency('gtk+-3.0', version: '>= 3.22'), removed the GTK2 fallback branch and -DHAVE_GTK2, and kept AppIndicator detection guarded under host_machine.system() != 'windows' as requested. The GTK X11 helper dep is now unconditionally checked within that same non-Windows block (no gtk3 toggle).
Updated Meson summary output to explicitly report the GTK frontend as GTK+ 3.22+ when enabled, reinforcing that GTK2 builds are no longer expected.
Added a new AppStream release block for 2.18.0-pre1 and restored the prior 2.17.4 release record, so release history remains additive.
Fixed Debian changelog handling by prepending a new pre-release entry 2.18.0~pre1-1 and restoring the historical 2.17.0-1 / 2.17.0-0 entries unchanged.
Since hexchat already depends on GLib, it's better to use GProxyResolver
instead. This might use libproxy, or not, as appropriate.
P.S. This removes a memory safety issue because proxy_list is allocated
using malloc(), not g_malloc(), and therefore using g_strfreev() is
incorrect. The proper way to free the proxy list returned by libproxy
is to use px_proxy_factory_free_proxies() (but nobody does that because
it was added in libproxy 0.4.16, which is somewhat recent).
